Tom Garry is the managing partner of the Long Island office of Harris Beach PLLC, voted by the National Law Journal as one of the nation’s top full-service law firms. He serves on the Harris Beach Management Committee, which sets the strategic direction for the firm and oversees the work of more than 200 attorneys in providing legal and professional services to clients across New York state, nationally and internationally.
Tom’s practice focuses on economic development and public finance projects involving all phases of commercial and residential development, from site plan applications to final approvals. In particular, Tom is at the forefront of matters of enormous economic significance to Long Island, including massive investments underway in the development of offshore wind and new hospital and medical care facilities.
He represents developers and municipalities in litigation involving matters such as land use and zoning, and breach of contract. Tom also serves as special counsel to many towns and local agencies, providing legal advice on issues such as the development and implementation of a master plan, the creation and impact of municipal easements and restrictive covenants, compliance with the State Environmental Quality Review Act, the creation of planned development districts, zoning overlay zones, transportation issues and smart growth projects.
Tom is also recognized for his experience in election law and represents clients in New York state courts, including the Appellate Divisions and Court of Appeals. He served as New York State counsel for President Joe Biden's Presidential campaign and participated in the 2020 Electoral College as an Elector for New York.
Under appointment by the Chief Judge for New York State, Tom serves on the Franklin H. Williams Judicial Commission, which advises decision-makers on issues affecting both employees and litigants of color, and implements recommendations developed to address said issues.
